Overview: Program Development and Evaluation Life Cycle
Program development and program evaluation are interconnected and should occur simultaneously. At each phase of developing or revising an educational program, the intentional implementation of evaluation steps is critical to aligning an educational program’s identified learning objectives, anticipated outcomes and impact, and evaluation methods. ISU Extension and Outreach’s Program Development and Evaluation Life Cycle highlights specific program development and corresponding evaluation steps that should take place during each of the four phases of planning, designing, implementing, and measuring and reporting. ISU Extension and Outreach staff, faculty, and county extension partners are asked to use the Program Development and Evaluation Life Cycle as a guide when creating or modifying educational programs and learning experiences.
