MOU Renewal Update: Shared Services Support Fee

December 6, 2022

On December 6, John Lawrence sent the following email message to extension council members.

Extension Council Members:

We are close to finalizing the revisions to the MOU between Extension Districts and ISU Extension and Outreach. I want to thank the committee that worked on the revisions and the feedback we received from councils and staff in October and November. Andrea Nelson, Jennifer Vit, and I will meet with Kay Oskvig of Whitfield & Eddy and ISU University Counsel as part of the review. We have planned a town hall for January 11 at 5:00 p.m. to roll out the final MOU and discuss the changes. More details on connecting and participating in the town hall will be sent in the future.

I know that you are in the process of preparing your budget for the coming year and one of the most frequent feedback items we received was about phasing in the proposed changes to the Shared Services Support Fee. While it won’t be official until the final MOU is released, for planning purposes, assume it will be phased in over three years. It is currently 2.7% of a county’s maximum tax ask. Tentatively it is slated to be 3.0% in FY2024, 3.3% in FY2025, and 3.7% in FY2026.

I appreciate your patience in this process.

Thank you,
John
