This session will focus on techniques for making city clerks better verbal communicators. It will provide clerks with some background on ways to assist in getting a message across through verbal communication. The session will also provide clerks with an opportunity to test these skills by presenting a short talk, which will be critiqued to help clerks improve their skills. This session will be done on an individual basis with the instructor. The instructor will review your video with you and provide suggestions on how to improve your speaking techniques. (Note: the last part of this will be a one-on-one evaluation done concurrently with FX250MPI).

How they all fit together is critical to the understanding of your role as a city clerk. This session will be the basis of future sessions, introducing the many facets of the financial system and their interdependence.
This workshop will provide a review and discussion of the practical side of a municipal personnel system. We will address such topics as recruitment and selection, employment interviews, employee discipline procedures, personnel files, job descriptions, FLSA, and sexual harassment. Ample time will be provided for questions from the participants, and questions are strongly encouraged.

We will review strategy and tactics that you can use to reduce your prep time, increase your confidence and impact, and control your nerves. This session deals with how to organize your messages, watching your style and tone so that your written communication is effective and professional. It includes beginnings, endings, concise writing, as well as avoiding trite phrases, using "you" point of view, finding the appropriate voice for your audience and writing positively.
This session will provide information and material ranging from the very general to the very specific about federal, state and local laws and regulations and focus on the manner in which they are related to each other. The presentation will attempt to explain the significance of legislative, judicial and administrative laws at the federal, state and local level and will seek to make participants aware of the limitations which are imposed on local government, in spite of the existence of Home Rule for cities.
This session will be a review of common ethical dilemmas facing city officials and employees with a focus on statutory guidelines. The subject matter of the session will include conflicts of interest, gift law and use of city resources for political purposes. The session will include a lecture, presentaiotn of vignettes and audience participation.
Dealing with elected officials can occasionally be a challenge for the municipal clerk. To begin with, city councils have multiple personalities and sometimes relatively frequent personnel changes. Further, council members and municipal clerks have fundamentally different functions and therefore different perspectives on what is important. Sometimes some council members may be brusque or even downright rude. Occasionally, council members may engage in what the municipal clerk perceives to be unethical practices, sometimes out of ignorance and sometimes from intent. Yet, municipal clerks may try to impose too many of their values and perspectives on duly elected officials who have a mandate from the people. This session will be a candid discussion of these types of issues. In particular, the session will focus on informal training of the newly elected official by the clerk, as well as choosing when the principle of leadership should outweigh the principal of neutrality.
Municipal clerks are the front lines for conveying a positive impression of city government with the local citizens. Because clerks are very accessible to citizens, they face daily complaints and negative reactions to city government policies and decisions. It is important that they are provided training in how to diplomatically handle citizens complaints (in person and on the phone), how to avoid becoming reactive and angry and how to cope with the stress of complaints and not take them personally. This session will utilize participation by the clerks to explore the types of citizen situations they face daily and how to handle them professionally.
This highly interactive session will explore how people interact and arrive at decisions in groups. Participants will begin by examining the types of groups and situations they deal with in their own communities. They will then learn about different "personality types" and how these types affect the way people think and relate to one another. Next, they will examine the positive and negative roles individuals play in groups and how these roles can impede or improve decision-making. And last, they will learn about principles and techniques for effective communication when working with groups and how difficult situations can be remedied.
