The Quality Jobs for Quality Communities Project grew out of a concern about the quality of jobs available in rural Iowa communities. A task force was formed in 1995 with representatives from local communities, economic developers, labor organizations, the Iowa legislature, and the Iowa Association of Counties.

The task force decided to encourage informed grass roots discussion of the topic through regional forums, workshops, and training sessions to encourage local dialogue, analysis, and planning.

In 1997, the Northwest Area Foundation agreed to fund the project designating Iowa State University Extension Sociology as the coordinator
