The Professional Development Unit directly supports Iowa State University Extension and Outreach’s strategic plan with an overall purpose of aligning professional skills with organizational needs by conceptualizing, designing, and presenting development opportunities that will motivate, challenge, strengthen, and enlighten county and campus-paid staff, faculty and elected council officials.
Keli Tallman is ISU Extension and Outreach’s Program Development and Evaluation Manager. She has worked with ISU Extension and Outreach for the last 22 years. Keli brings tremendous experience in assessment and evaluation of educational programs, while building program evaluation capacity of individuals, teams, organizations and communities. Her years of program development and evaluation experience will strengthen the mobilization of partnerships, resources and research to support ISU Extension and Outreach professionals' engagement in quality program development and evaluation practices and methods.

ISU Extension and Outreach's product are programs in the educational areas of 4-H Youth Development, Agriculture and Natural Resources, Community and Economic Development, and Human Sciences. Programs are a coordinated set of learning experiences designed to achieve predetermined outcomes. At every stage of the program development process, program evaluation plays a critical role in obtaining information about the program's educational learning goals, objectives, and outcomes.
