Iowa NACAA Meeting Minutes
Iowa State University FEEL Lab Building

March 29, 2004

The meeting was called to order at 6:42 pm by President Joel DeJong.  There were 30 members present, along with Stan Johnson, Donald Lewis and Lois Hunt.

Report on raffle sales $990 so far.  Prizes include:  $400 Cabella’s certificate, $100 Wal-Mart, $25 Target, wine, jerky, photography by Jerry DeWitt and other items.

Joe Sellers moved to approve the minutes as written, seconded by Al Gregg.  Motion carried.

The treasurer’s report was presented by Joel DeJong.   Annual fees went up $10 per person on the National side.   Budget will be presented in the fall.

Membership reports were given by area: NW – Laura Foell;  SW – not yet;  Central – Ray Hansen;  NE – static;  SE – Denise Swab

Donald Lewis was invited to give an administrative update.  Three numbers were reported:  250,000 Number of clientele served by ANR;  58% (3 to 100) Average Extension appointment for the 64 faculty members out of around 300 faculty researchers in the College of Ag;   Good news is that the revenue guessing committee is more optimistic.  Dr. Johnson comments included:

  1. Budget - likely flat funded.
  2. Futuring committee 15 months old, ten task forces did report, report back June, around August 1st list of action and timing.  Local presence is a big issue county sharing.
  3. ANR director
  4. Legislative days – coming up, message for flat funding, less than 50% of counties participated with a council representative.
  5. Need ideas for major new initiatives to carry forward to the legislature.
  6. Use Steve Noah to help investment in Extension.

Kelvin Leibold wondered about funding of T 1.5 line, will it come out of University budget and not impact program?  Need new products and services developed, bio-industry sector example.

ANR director search committee report by Byron Lue.  Just finished the last interview, process is to evaluate on strength and weakness on this Friday.  Hope everyone has put some input in.

Rich Wrage -- the nominating committee report.  Dave Stender for president elect, John Holmes for secretary Three voting delegates include; John Holmes, Larry Tranel and Kelvin Leibold.  Two candidates for secretary elect:  Bud Beetle and Gene Mohling.

Bud Beetle won the election.

Neil Wubben moved nomination ceased.

Mike Christian, NC Director report:  Allan Lad, a coworker of his will be the new SW area director.  North Central Region Leadership and NACAA open Committee Chair/Vice Chair Positions sheets with passed out.  Nine North Central committee positions are open and need to be filled.

The scholarship committee has given $25000/yr to individuals and groups.  NC has received about $11000, thanks Rich Wrage for serving on that committee.  NACAA awards in the Yellow book were due Mar 15th, start thinking about next year.  A plea to find sponsorship for the national meeting, there is benefits for finding sponsorship money such as free registration to the annual AMPIC meeting July 11 to 15th in Orlando.   Galaxy III 2008 will be in Indianapolis, voting delegates decided to not participate at Green Bay.  Decision was frustrating to some because of lack of discussion.  Since that time, 2 states had a change of mind and are working on reversing the decision about being a full partner with Galaxy III, but still have the AMPIC that year.  Outstanding young farmer applications are wanted for the Jaycees.

Joint council meeting, we are doing well comparing to other states.  Registration booklets will be out for AMPIC the first of Apr.  Look at NACAA.com for more information.

Budget discussion, Michigan will be hosting a meeting in 2007, budget is too tight to help right now.   Iowa has the lowest dues in NC, they are currently $75.  Linda Engelken-Fischer moved and Kelvin Leibold seconded a $10 raise in dues per person.  A question is called for, motion carried.  Should we sponsor a meal in Michigan in 2007?  Decided to contact Phil Durst about supporting a break.

Summer tour at the Extension Field lab, considering a partial day on soybean rust, biosecurity, deep tillage, hort farm, alternative crops, wind energy, hear from researchers we don’t have contact with.  Send other input to Joel DeJong.  Avoid July.  Set fees for non NACAA.  Charge non members $30 extra to be applied toward membership is so desired.  Gary Bickmier movedBruce Bearinger 2nd .

P & S report- HR audit report, draft, final in 1- days, says a problem of merit and P&S overlap, P & S employees not moving to the mid-grade need to be adjusted.  Recommendations for early retirement,  Jim Patten and Dale will be coming on.
