There is no university health care plan for these staff members. If county extension councils choose to provide health insurance, they have the option of purchasing insurance locally or participating in the county plan. If the county extension council decides to compensate an employee with a set dollar allocation for individual purchase of medical/dental insurance, that dollar allocation is subject to state and federal withholding. (Allocation is considered part of gross salary.) IAOCEC insurance is not yet available.
The following chapter in the Iowa Code authorizes county extension employees to participate in county medical insurance programs if the extension council elects to make medical coverage a benefit.

If a board* provides group insurance for county employees, it shall also provide the insurance to a full-time county extension office assistant employed in the county, if the county is reimbursed for the premium by the county extension district.

Accident insurance for youth, volunteer leaders, and adults participating in adult supervised activities, sponsored by the Cooperative Extension Service can be purchased from American Income Life Insurance Company. It includes three plans for coverage at camps, conferences, fairs, tours, meetings including travel time.
The company offers a "Dollar-A-Year" club policy. This can be purchased to cover 4-H club members and leaders. The use of the above plan is up to each individual county.

The Iowa Worker's Compensation Act covers all university employees while on official duty. The employee makes no payment for this coverage. Any personal injury sustained by an ISU employee in the line of duty should be reported immediately to the Extension Finance Office on the First Report of Injury Form. The university hospitalization plan will not pay claims for accidents in which the employee is eligible for Worker's Compensation.

What is Workers Compensation? What types of injuries or illnesses are covered?
Workers Compensation is a part of the Iowa Code designed to provide certain
benefits to employees who sustain injuries, occupational illnesses or occupational
hearing loss in the course of and arising out of their employment. Benefits
are administered according to Iowa law (Iowa Code Chapters 85 through 87, 27A
and Chapter 873 of the Iowa Administrative Code).

How do I report an accident, injury or illness?
Contact your supervisor, who will fill out a First Report of Injury Form. NOTE:
The completed First Report of Injury Form is to be sent or faxed to the Office
of Risk Management at 1350 Beardshear within 24 hours of the incident reporting.

How do I decide if an injury or illness should be reported to Risk Management?
All accidents and injuries occurring at work or in the course of employment
must be reported to your supervisor, even if no medical attention is required.
The supervisor is responsible for completing a First Report of Injury form and
submitting it to Risk Management. Incidents that are not reported may cause
employees to be ineligible for future benefits related to this injury or illness.
An injury or illness is considered work-related for OSHA reporting purposes if an event or exposure in the work environment caused or contributed to a condition or significantly aggravated a pre-existing condition. This includes injuries while the employee is on break, in the restroom, traveling on business or engaged in work activities such as training required by the employer.

There continues to be no medical coverage with the county's liability policy for county employees (employees solely paid by county tax dollars), they are covered by Workers Compensation. The same procedure should be followed as outlined in "Professional Staff" on the previous page should injury occur.
