Please help ID this problem (pictures are below)

These plants are from a cornfield near Denison, Crawford County

Symptomology
Appears that the corn had a very tight wrapping (buggy-whip) of leaves just above the ear and the upper half of the plant recently busted out of the wrap.  The wrapped leaves are still present.  The nodes and leaves that were in the "leaf wrap" are all small and condensed.  Some crazy-top (ear in tassel) found on the affected plants

Field location
Found in three separate fields by the same producer
Mostly found near end-rows, possibly areas of soil compaction
Affected plants in circular clumps, approximately 10 ft in diameter
Almost all plants in the circular areas are affected
Remainder of field is normal
