Please help ID this problem

Corn field near Glidden in Carroll County
Planted late April
Corn growth stage:  V8
Previous crop:  Soybeans
Year 2000 herbicides:  Pursuit Plus + Treflan
Year 2001 herbicides:  Harness (2 1/2 p/a)
Spring applied AA, no starter at planting
200 acre field

Observations
    
Large areas with severely stunted corn, mostly on sloped areas of the field. (3 to 20 acres spots)    
Shallow planted (1/2 to 1 1/2 inches) all plants
Some disease on mesocotyl, but not consistent
Soil compacted under good plants, very loose under small plants
No visible insect feeding injury on roots
