John Creswell, nutrient management education project coordinator, Iowa State University Extension says that under Section 303(d) of the Clean Water Act, states are required to periodically submit a list of water bodies or water body segments that do not meet all state water quality standards to the U.S. EPA. Creswell said, "These are considered impaired water bodies, and states are required to calculate total maximum daily loads for pollutants causing the impairments. The Draft 2002 303(d) list has designated 159 water bodies with a total of 215 impairments.
