7/27/00 Contacts: ____(Name)____ Attends City Clerk Training ____(Name)____, ____(Town)____, completed the first session of a three-part curriculum in municipal management recently at Iowa State University. The five-day program was conducted by ISU Extension July 10-14 in Ames as part of the 25th anniversary observance of the founding of the Iowa Municipal Clerks Institute. Training topics covered a variety of issues facing city clerks, including working with the general public, working with the city council and coping with controversy. The sessions also covered preparing for an audit, risk management and insurance and minutes of public meetings. Municipal budgeting also was a major focus of the training. Budget topics included a general introduction to the process, bonding procedures and accounting topics. The participants received a general introduction to accounting, an introduction to accounting on an accrual basis and information on converting from cash to accrual accounting. Instructors included ISU Extension staff from the local government and civil engineering programs, bonding attorneys and accounting experts. The Iowa State University program was one of the first offered in the United States, and is among the largest of 44 similar programs offered in other states.
