ISU Extension Position Descriptions

Program Director

The Program Director provides vision and leadership for one of ISU Extension's six programs (Agriculture & Natural Resources, Business & Industry, Community Development, Continuing Education and Communication Services, Families, 4-H & Youth Development). The Program Director leads coordination of issue-based, on-going and interdisciplinary Extension programs within the University as well as with outside agencies and institutions. The Program Director develops and maintains effective partnerships at state and national levels to enhance programming efforts, ensuring entrepreneurial approach in procuring funds through grants and contracts to support and expand ISU Extension Programs. They encourage and facilitate the use of state-of-the-art technologies and creative formats to reach a variety of constituents.

Regional Extension Education Director

Regional Extension Education Director (REED) provides leadership to each county Extension council within the region to meet their legal obligations as an elected body and to carry out the roles and responsibilities of an Extension District. The REED oversees program delivery that meets the programmatic needs of the region.

REED initiates strategies for the Extension council's implementation of fiscal management, grant and contract management, human resources and program needs assessment and oversight. Works with councils to initiate strategies to develop and oversee volunteer networks. Assists extension Councils and staff to identify innovative ways to reach under-served and under-represented audiences and achieve relevant civil rights goals.

The REED utilizes a proactive approach within the region to identify needs and cooperates with Extension Program Specialists in determining the appropriate programmatic response. REED coordinates with Program Specialists and County Extension Council for the future program direction, inter-disciplinary programming, secures resources to support identified needs, and assists in reporting program outcomes.

The REED appropriately administers the resources and oversees completion of all system reports for the region. Establishes, organizes, and facilitates networks and coalitions at the regional level to build community capacity. The REED may also be involved in regional or multi-state partnerships or programs.

Field Specialist (Extension Program Specialist II)

The professional will work with ISUE staff and members of the African American or Latino community, as determined, to plan relevant programs on topics of concern in nutrition and health education, resource management, parenting, child care and adolescent development. The person will develop collaborative relationships with minority serving agencies and leaders and assist in linking them to ISU research and programming. The person will serve on local and statewide planning teams to strengthening system wide support for targeting minority audience participation. Position duties and responsibilities include:

70% - Program planning and direct education on nutrition, family life and resource management issues. Teaching time: 50% on nutrition and health, 25% on family life and 25% on issues related to resource management. Staff is expected to teach an average of 2-3 group sessions a week, and to reach 500 families annually in small group sequenced programming. Additional numbers of families will be reached in more general audience settings such as educational fairs. (136 days)

20% - Community coalition and networking – staff will identify two to three major coalitions or networks where they can be of assistance and work within those coalitions on specific projects. (40 days)

10% - Evaluation and reporting: 4 success stories, annual reports as determined by contract and grant work, monthly media work (20 days).

It is estimated that an additional 12 days annually will be spent in organizational support activities, another 12 days will be spent in in-service and professional development.

Field Specialist I

Cooperates and informs REEDs, County Councils, Field Specialists, and Program Director of county projects and has a positive working relationship with staff and clients in assigned geographical and subject matter areas. Provides supervision and/or program support for staff where appropriate. In cooperation with Program Director, follows appropriate fiscal management for programmatic needs. Responds to programming and information using routine sources and materials, matching relevant information and programs with audience needs. Participates in needs assessment activities. Evaluates four major program efforts per year. Completes system reports when due. Secures resources (volunteers, contracts, and grants) to support identified needs at county level. Appropriately administers the resources. Functions as an effective educator. Provides subject-matter support to local and area networks and coalitions to build community capacity (brings added value to producers, addresses environmental issues, and improves education and service for youth, community or families). Informs and educates the public and key stakeholders about program impacts. Sets goals related to reaching targeted under-served and under-represented audiences.

Field Specialist II

Cooperates and informs REEDs, County Councils, Field Specialists, and Program Director of their projects and has a positive working relationship with staff and clients in assigned geographical and subject matter areas. Provides supervision and/or program support for staff where appropriate. In cooperation with Program Director, follows appropriate fiscal management for programmatic needs. Offers comprehensive and complex programming to support long-term change. Participates in interdisciplinary programming. Conducts needs assessments. Evaluates four major program efforts per year. Completes system reports when due. Secures resources (volunteers, contracts, and grants) to support identified needs at county and area level. Appropriately administers the resources. Functions as an effective educator using innovative and creative approaches. Establishes, organizes, and facilitates networks and coalitions at the local and area level to build community capacity (brings added value to producers, addresses environmental issues, improves education and service for youth, communities or families). Provides leadership and subject-matter support at the local, area, and state level for networks and coalitions. Informs and educates the public and key stakeholders about program impact. Identifies innovative ways to meet targeted under-served and under-represented audiences.

Field Specialist III

Cooperates and informs REEDs, County Councils, Field Specialists, and Program Director of their projects and has a positive working relationship with staff and clients in assigned geographical and subject matter areas. Provides supervision and/or program support for staff where appropriate. In cooperation with Program Director, follows appropriate fiscal management for programmatic needs. Offers comprehensive and complex programming to support long-term change. Initiates interdisciplinary programming, drawing from research base. Conducts and analyzes needs assessments. Provides leadership for area and state projects. May be involved in multi-state and/or national partnerships. Evaluates four major program efforts per year. Completes all system reports when due. Assists in development and usage of statewide evaluations, when appropriate. Secures resources (volunteers, contracts, and grants) to support identified needs at county and area level. Appropriately administers the resources. Serves as role model for others in using innovative and creative approaches to program development and delivery. Establishes, organizes, and facilitates networks and coalitions at the local and area level to build community capacity (brings added value to producers, addresses environmental issues, improves education and service for youth, communities or families). Provides leadership and subject-matter support at the local, area, and state level for networks and coalitions. Informs and educates the public and key stakeholders about program impact. Identifies innovative ways to meet targeted under-served and under-represented audiences.

Field Specialist IV

Cooperates and informs the Program Directors, REEDs, County Councils, Field Specialists, and key stakeholders of their projects and has a positive working relationship with staff and clients in assigned subject matter areas. Provides leadership statewide for increasingly complex programming that is innovative/creative and draws on research base to address the diverse needs of clientele. As a “master educator”, has an understanding of and uses current technology, demonstrates best practices for program delivery, and is sought after as a coach/mentor for their level of expertise and decision making ability.  Provides statewide, multi-state, national, and/or international programming leadership with projects that often occur over multiple years. Provides mentoring and coaching to Field Specialists I, II, and III to connect colleagues to resources on risk management, human resource policies and procedures, or staff issues. Assists the Program Director in providing and communicating vision and direction for plan of work development creating a sense of teamwork. Partners with the Regional Extension Education Director (REED) to conduct and analyze the needs assessment for program efforts that appeal to diverse audiences. Work with the REED to establish, organize, and facilitate new and existing networks and coalitions at the regional and state level to build community capacity that brings value to clients and improves educational opportunities for clientele. Fosters partnerships with agencies, NGOs, businesses, community groups, foundations, elected officials, and multi-state teams. Provides leadership and subject matter support at the regional, state, multi-state, national, and/or international level for networks and coalitions which lead to funding and/or programming opportunities. Initiates funding strategies that result in statewide and /or multi-state proactive programming approaches and identifies partners to engage in writing and securing major, multi-year grants and contracts to support programming. Has responsibility as Principal Investigator or Co-PI on grants and/or contracts to provide overall grant/contract supervision by directing the implementation of the program, and overseeing grant/contract evaluation and reporting. Coordinates the budgeting and financial reporting of grants and contracts including monitoring of expenditure compliance and/or developing reallocations/reversions/reductions and salary increments as needed. Develops, manages, and analyzes budgets to prepare financial reports for the Program Director. Models exemplar program evaluation and reporting of outcomes. Shares best practices and lessons learned through Extension scholarship. Provides leadership in professional associations. Provides input for the hiring, orientation, supervision, professional development and evaluation of staff in the program and special projects assigned.
