In 4hOnline, a member is a member is a member... regardless of the age or grade. And a family household (account) is comprised of members, adults, and/or contacts. So if a family is able to manage their records on-line, they can also manage their Clover Kids enrollment that way. If you have a specific group/club for your Clover Kids, you may choose in your county not to have that group enroll on-line through their meeting time with their leaders helping (a common way that it's being done in the pilot counties). But if a family has an older 4-H member, when they login to 4hOnline, they will also see their younger child's record, and will be able to manage it.
Short version is that each county can decide what they think will work best in their own set of circumstances. It's available, but you may choose to downplay the accessibility for younger kids.
