Problem:
It is important for low income families to maximize their income tax
returns and take advantage of EITC credit and child tax credits. The
cost of having a tax return prepared can create additional stress on
family budgets.
Response:
Joyce Lash and Chris Nelson utilized resources available in the Adam’s
County Extension office to organize and staff a VITA (Volunteer Income
Tax Assistance) site. Two local volunteers completed the testing necessary
to be certified by the IRS to prepare basic tax returns. Tax preparation
appointments were scheduled by appointment from February through April
of 2006.
Impact:
Volunteers completed 14 tax preparation appointments and filed 11 returns.
$5,581 of Federal income taxes, child tax credits, and earned income
tax credits were returned to area residents. $612 of state income tax
funds were returned. The volunteers were pleased with their initial
work for this project, developing a feel for the software and procedures
followed to send electronic returns. Clients received information about
making financial decisions that would decrease their tax liabilities.
Adjustments to exemption claims at the workplace, the minimum time a
child must live with a parent to qualify for the Child Tax Credit, and
Iowa’s allowance for contributions to retirement accounts for
low income individuals were education topics covered during the tax
preparation sessions. Clients indicated appreciation for the volunteer
service and the savings it provided them in preparation fees.
Future plans include
offering the service again to residents of Adams County. Target groups
will receive advance notification of the service. The Extension office
will facilitate education opportunities to increase participation during
the next filing season.
