CYFAR projects are expected to expand technology access, knowledge, and skills among the children, youth, and families of the project communities, and include technology in program planning, implementation, and evaluation. Iowa CYFAR project staff chose to utilize portfolio evaluation in addition to other evaluation methods to capture a more complete picture of the state and community-based projects.

The gap in the U.S. between the "haves" and the "have nots" of computer technology access and literacy has been well-documented and publicized in the popular media. Since 1991, through the national Children, Youth and Families at Risk (CYFAR) program, USDA has contributed to reducing this gap by supporting, indeed requiring, electronic connectivity at the more than 500 community-based programs that serve low-income audiences. This study aimed to examine how community-based CYFAR projects utilize technology to reach at-risk audiences. Iowa State University Extension and the State Strengthening targeted community project in Dubuque were chosen as exemplary examples of technology integration by the Children, Youth and Families At Risk Program of CSREES-USDA.
