Whether we recognize it or not, city officials spend much time in negotiations on various topics. We may not call it “negotiations”, but there a conflicts, disagreements, differences of opinion, mistakes and problems that require negotiations in order to resolve and put it behind us. From project change orders, controversial ordinance, 28E agreements, to vendor and union contracts, all require a bit of artistic ability to negotiate
