FN406MPI: Bonding Adminstration
Course Description:
The primary purpose of the session will be to introduce participants to a wide variety of state statutes, which govern the ways in which cities may borrow money to finance various projects. A secondary focus will be on federal laws and regulations, which determine whether or not the interest income from bonds or other debt issued by a city, will be exempt from federal income taxation. Specific areas that will be covered are Capital Financing Alternatives, Post-issuance Requirements, Urban Renewal and Development Agreements, and Special Assessments.
