The leading water quality issue surrounding confinement operations involves land application of manure. Among issues are separation distances, appropriate application rates, and emergency spill response.

Iowa State University Extension delivered fifteen Manure Applicator Certification (MAC) training sessions for the seventeen counties in Central Iowa Extension Area in the months of January and February of 2004. Extension provided answers to interpretation of rules for land application, and answered technical questions on application rates, phosphorus based manure management plans, and emergency spill response. A total of 254 participants attended these training sessions.

A total of 221 evaluation responses were received. Ninety-two percent said that the information presented was useful to their farming operation. Ninety-eight percent indicated that they understood the need for emergency response plans because of these training sessions. An overall 99 percent indicated that the DNR rules update presented in the meetings was good and useful.
