The Iowa Department of Transportation issues permits through an application process for outdoor advertising signs along the state’s primary highways.

To Qualify as an Agricultural Activity

• The site must be open a minimum of 40 hours a week, five days a week.
• Be open 12 months per year or during the normal seasonal period.
• A seasonal business may apply as long as it agrees to have closed panels on the TODS when the business is closed for the season.
• Be located within 10 miles of the primary highway.
