Iowa NACAA Meeting Minutes
Iowa State University Hilton Grey Room
September 27, 2004

The meeting was called to order at 9:10 am by President Joel DeJong.  There were 44 members present.

Dan Burkhart moved to approve the minutes as written, seconded by Kelvin.  Motion carried.

The treasurer’s report was presented by Dave Stender.   Dale Thoreson moved Neil Wubben second to accept the treasurer’s report.
Annual fees went up $10 per person from National NACAA.   Budget was presented.
 
Membership reports were given by area:
NW – no new members
SW – Clint McDonald, Harrison County
Central – none
NE – static
SE – Cheryl McClure, Jefferson County  
77 paid members last year.  
 
AM/PIC Meeting Report  -- John Holmes, Larry Tranel and Kelvin Leibold gave the report in Florida, Allen Ladd, Bud Beetle also attended.  NACAA will participate in 2008 galaxy.  There was a controversy at the Green Bay Annual Meeting, however, the South did a turnaround on the vote, has now agreed to support NACAA presence at Galaxy 08.  Vote to redistrict lost.  Tours very good, but registration down to 1100.  Expensive conference, everything cost extra.  Question -- Any discussion on moving on campus to save money?  Summer fairs make the Midwest region struggle (to attend).. 
 
Budget Proposal and discussion – budget the same as last year, last spring we raised dues $10, also had income from the raffle and communication awards from Wallace Farmer, which was basically a pass through.  Put in $650 built in for support of a State sponsoring a national meeting.
Kelvin Leibold moved to accept and Dan Burkhart second to accept the budget for next year (2005).
 
PILD Report - Dave Stender, CREES funds should be outreach, A few good impact letters would be helpful to the congressional delegation.
 
P & S Report - Jim Jensen, looking at complete review of the P & S salary system, we are not keeping pace with merit and within pay grade., continue to push it.  Looking at a reduced early retirement program.  Passed a resolution for tax travel allocation went through the university not on the regents agenda yet.  Check the Web site for other issues, Dale Miller, sited $30,000 available for retention and recruitment, opportunities for some Extension dollars. 
 
Future Meal/Break Sponsorship - Michigan in 2007?  Not much known yet.  Ballpark what it might cost for a break.  Could give everyone a free buttrub, the music from hell not going to be free.  Could cost $2000 to $3000.   If we are going to host a 2011 meeting we should do a Monday night meal?  Should decide if there is enough interest?  Maybe a multi-state hosted meeting.  Talk to other states.

Neil Wubben moved Linda Engelken second to consider to host in 2011.  In spring meeting decide.  Committee to decide what needs to be done, what will cost and will administration support. Russ Euken, Joel and Dan Burkhart on the committee.
 
Spring Raffle Plans- Apricot wine will be available, Kapil will coordinate the raffle.  Need to start looking for sponsors.
 
Spring Professional Development Tour - 15 people from campus at the FEEL lab.  Ethanol industry, wind farms.  On Campus event meeting with researchers and others.  Professional improvement chairs – John Holmes, Dave Stender, Kelvin and Linda.  Possible tours of Hort, research farms and meat lab.  Put together a plan to proceed in the spring.  The sooner a date is set, the better- late June before county fair season.
 
Jerry Miller was invited to give an administrative update.  He and Paul Brown are coming out to area meetings.  Details there, looking at program planning for 5 year plan of work and the futuring report all coming together.  Will be some changes compared to what was done in the past.  Two meetings: one with ag FS and one with directors.  Enrollment in the college down about 500 from the 2 previous years, not down much this year.  Dale Thoreson – need to make hard decisions about resource priority instead of just salary savings on open positions.  Be optimistic working on solving issues.

Next draft of the Future Report will have more on Extension.  Please comment on the strategic plan.
Stan talked to Chuck Morris, about student recruiting.  Coming -- President and Provost to change resource allocation model, students, grants, research, etc.
 
Dues can be paid today and tomorrow.
 
Committee reports given:
Communications – Al Grigg, January issue county agent magazine will have the award list.  Takes very little time to fill out the application.  Paul Kassel certificate award regional finalist radio.
Extension 4-H And Youth -  Dale Miller look at opportunities in the county ag
Public Relations – Bob Behnkendorf  top application, but not able to make the meeting.
 
Professional Excellence
Recognition and Awards –
Scholarship – Wrage –  Two from Clark McGrath, Crops specialist award of $2000
Horticulture – Linda Fisher – Gary Bickmeier applied for an award.
An Science - Russ Euken now  - Chris Mondak will be replacing Dave Stender
PR And Ag Issues – Steve Johnson
Administration Skills Development - Glen Easter - main thing to think about NC Neld.
Early Career Development – no report.
Member issues and concerns – Dennis DeWitt, a 9 page report, comprehensive committee has been busy.  Pat Derdzinski, let’s not complain but instead make recommendations.  Decision to make a full report.  We are responding to their responses.  Key into the things in gray and page 10.
Rich Wrage – strategic plan reply and response.
The investment made in NACAA is worth while in this committee alone.
 
E county agent -- Florida could use some help.  Linda Engelken-Fisher.
