Kelvin Leibold, IACAA president, called the meeting to order at 7:05 p.m., March 29, 1999. Gary Fike made a motion and seconded by Don Arendt to approve minutes as posted on the homepage. Motion passed.
Pat Derdzinski gave the Treasurer’s report. IACAA had a beginning
balance of $7600.14 of which $2500 was given by ISUEA to each section.
The rest was in dues. Payments of $300 were made to Kelvin Leibold
and Patrick Derdzinski for attending the Regional NACAA meeting in Indianapolis
and payment of $1,925 for national dues for an ending balance of $5,075.14.
Motion by John Creswell and seconded by Ralph Mayer to approve the Treasurer’s
report. Motion passed.
Introduction of new members’: Jerry Chisek in NW was introduced
and Robert Tigner in NE Iowa was mentioned as a new farm management specialist
in Iowa. Kelvin Leibold introduced the concept of having a regional
IACAA director for each ISUE administrative area.
Chris Nelson discussed Iowa tours on Sept. 15 for the NACAA national conference being held in Omaha. Dick McClure discussed the VIP supper on Sat. night and that we have committed $4,000 towards this endeavor. The Zoo had a $2500 fee just for use of facility. Dick mentioned holding the VIP at the Papillion Natural Resource District facility. Two caterer’s are locked in both Iowa and Nebraska. A ragtime player is booked for entertainment.
Any extra dollars should be used for the next annual meeting in our area or for our national officers. Our expense is for meal and other displays, entertainment. About 200 people are expected.

Discussion was held on whether vests are needed and who can fit into them.
Report on corporate sponsors was given by Chris Nelson and Paul Kothe.
Our raffle currently has $1480 with TV’s, woodworking and general merchandise donated.
Report from Wendy Wintersteen
The Board of Regents won’t cover some salaries on Federal appointments.
This will result in approximately a $200,000 loss. The engineering
position is on hold because of historic performance.
The Value-added Dairy position is being funded by Farm Bureau and their Vision 2020. Dr. Magdalena Kurtz will start in early April and she will be housed in Sioux County.
Commodity Extension Forum—meeting. Wendy asked if anyone has done anything different. The relationship is important. Many groups think that we should shut down county offices and use the dollars for research.
Chris was asked how Extension 21 dollars were spent at the county level.
Wendy stated the Iowa Beef Center has worked with State Commodity Groups being the most influential.
Boundaries—Northeast Iowa has not come out a winner and this is an accurate statement. April 13 will be the date of the final decision.
Jack Dillon asked how is the relationship with Farm Bureau? Wendy answered that is was good until the Global Warming Conference but continues to be our best relationship. We have a see-saw relationship with the Soybean Association. Wendy encouraged everyone to attend the Farm Economy In-service.
John Cresswell made a motion for a unanimous vote on the ballot. Second by George Cummins.
P&S REPORT
John Cresswell—The Strategic Plan Update is undergoing review.
Many applications have been received for the P&S Tuition Grant.
Paul Tanaka shared ideas on racial and ethnic harassment and written policies.
Compensation benefits have been recommended for salaries, etc.
COMMITTEE REPORTS:
Gary Fike—This is the second year for Gary. Frank Oldmeyer
and John Olte reported that Wallaces Farmer has donated $1000 for the past
4 years.
Ron Bower—1st place in the Farm Management category goes to Ralph Mayer.
Jack Dillon—Talent show entries are due April 1
Chris Nelson—Professional Excellence—Bob Dodds the only entry. There will be no regional judging since the entry went to the National Chair. Poster sessions are needed from Iowa.
George Cummins—Gary Bickmeyer was the winner in the Pride Program. Dr. Norman Borlaug is nominated for the 1999 “Service to America and the World” Ag Award.
Linda Fisher—Recognition & Awards committee; DSA and ASA were nominated last fall.
Rich Wrage—Resources and Program Development committee; applications are due by June1.
GALAXY 2 CONFERENCE will be held in 2003. Pressure from ECOP for NACAA to be a member of the Galaxy 2 Conference. Neil Wubben moved that Iowa Delegates support the Galaxy 2 conference and second was made by Gary Guge. We need to insure that 52 items are important. It would move the annual conference schedule back one day. All voted in favor. No opposition.
$150 registration at Omaha.
Neil Wubben discussed a new committee structure and said it is going to take awhile to get the structure organized.
Any compensation for Regional Vice Chair—the Vice Chair is compensated for the fee for Annual Conference. The Vice Chair serves a two year term.
Dan Burkhardt is our regional candidate for Vice President for the North Central region.
Dick McClure—the National officer should be fully supported and do the best job to be elected.
Jim Patton—Summer Tour—will be held June 25th. Registration will be in Fort Dodge at 9:00 a.m. with the tour starting at 9:30 a.m. We will visit the Land O Lakes Community Orchard and observe the pasteurizing, Farm Ag and see the egg laying facilities, the Gypsum plant and Fort Dodge Animal Health which is the largest in the world.
President’s comments—Scott Hawbaket has been hired as coordinator; dues increase in debate; a web page is under construction. Reconfigure areas is in discussion.
Full dues should be paid for each state association you want to join.
Carl—an area representative for the PR Committee from each area is needed on ISUCEP; a $500 compensation will be given to the Secretary-Treasurer.
STAN JOHNSON REPORT
Lots of people participated in the awards program for the 1st time
at ISU Awards. One-third of the audience was Extension personnel.

25 farmers are developing supply networks with 500,000 acres each
Grain processing—working with networks to gain genetic traits they are
looking for
Identify sources of values—i.e. Natural foods
Transparent—structure is available to other groups
Farmer owned & controlled value-added organizations. Sent farmers to California to see tomato growers, black walnut, Ocean spray, etc. to see how they are organized. Extension to offer training to networks. Wendy Wintersteen, Dan Hofstrand and others are involved.
Partnered with Department of Ag Engineering and Biosystems in the Upper Maquoketa River BMP program. An understanding is needed between BMP’s and water quality. Farmers are part of the solution and don’t need regulations, They are taking care of any problems.
Signature programs in each area—i.e. NE Dairy Program with Calmar.
EXTENSION 21 BUDGET may get $300,000 to $500,000 this year. How will it get spent? The original request was for $3 million. Each initiative was for $300,000. Should go first to have good programs. We need to make sure the representatives know of the programs. Iowa Association of Extension Councils are to help push the agendas.
Results of the election were given. Elected president for next year is Pat Derdzinski, Sec./Treasurer is Gary Fike, Sec./Treasurer elect is Russ Euken. Voting delegates to this year’s NACAA conference in Omaha is Kelvin Leibold, Pat Derdzinski and Gary Fike
The Raffle collected $2230. Our goal was $2000. Sixty contributors. Each individual can only win once.
