IACAA Fall Meeting Minutes

The 1998 annual meeting of the Iowa NACAA was held Nov. 9, 1998 at the Scheman Continuing Ed building at Ames. The meeting was called to order by President Neil Wubben at 3:00 p.m.. The agenda was approved, as were the minutes as posted on the homepage.

Jack Van Laar moved that the auditing report by Pat Derdzinski and Gary Fike be approved. It was seconded by Jerry Weise and passed. Kelvin Leibold gave the treasurer's report with the current balance of $217.66. Leibold moved and Dale Thorson seconded that he treasurer's report be approved. It passed.

New members were introduced. Wally Greenlee is a new engineer in Central. Brad Beetle is the new CEED in E. Pot.. Alan Teel is the new CEED in Cass County. Jim Wenzel is the new CEED in Floyd County. Brad Woemer is the new engineer in SW Iowa.

Wayne Kobberdahl reported that there would be thirty-five tours at the national meeting in Omaha. Iowa will host seven of the tours. Iowa will help with the VIP dinner in Omaha. Kelvin Leibold moved and Bob Dodds seconded that we provide Nebraska NACAA $4,000 to sponsor the VIP dinner. It carried. It was suggested by President Wubben that Dick McClure follow up to make sure that Iowa was represented and recognized for the dinner. There was a motion to apply for a gambling license that failed to pass. Joe Sellers moved and John Creswell seconded to asses each member $35 to help pay for the dinner. Paul Kassel moved to amend by adding "or a lessor amount if raise external funds". Amendment was seconded by Joel DeYoung. The motion carried. President Wubben appointed Dale Thorsen, Paul Kassel, and Chris Nelson to a committee to contact groups for funds for the Omaha conference.

Brad Lubbens, NC Regional Director, brought greetings from the national association. He mentioned that Paul Brown, Tony Harvey, Ralph Mayer and Dick Peterson were national award winners. Bob Dodds and Jim Jensen were regional finalists. Brad emphasized that there were lots of opportunities for awards, training, and leadership development. Neil Wubben and George Cummins had a poster at the national meeting. Neil Wubben and Jack Van Laar were DSA winners. We did not have an achievement award winner. The NACAA gives over $25,00 in scholarships. Applications need to be submitted by July 1. Brad encouraged all members to participate in the committees.

The NACAA did hire an Executive Assistant after much controversy at the annual meeting. NACAA has also established a "futuring committee" to study the membership distribution and look at the geographical areas. Iowa need to have a candidate for the vice-director to nominate at Omaha.

Ron Irvin reported for the P&S Council. The search for the new Dean of the College of Ag has been put on hold until and new Pro-Vost is hired.

Jim Johnson gave a report for administration, as Wendy was unable to be present. He discussed manure certification, programs for pork producers and changing ag boundaries.

We had several committee reports. Public Relations didn't have an entry. Gary Peterson reported that the horticulture tour was fantastic.

There was discussion on the proposed budget. It was moved by Gary Fike and seconded by Paul Kassel to reimburse the AA winner $250, the same as DSA. It was moved by Joel DeYoung and seconded by Joel DeYoung to eliminate the scholarships. The budget as amended was approved. It was also noted that the amount that we will receive from the former ISUEA will probably be about $2,968 rather than the $2,500 budgeted. Gary Fike moved to set dues at $50 plus $10 for Omaha. Gary Guge seconded and the motion carried. Jack Dillion moved that we pay dues to our own treasurer. It was seconded by Gary Fike and carried.

Stan Johnson gave an overview of some of the top issues. There has been an increase in base funding. The Statewide Extension Advisory Council is up and running. Extension is more involved in distance learning. There has been an increase in grants and contracts. There is a proposal in for a food grant program that might involve as much as $10,000,000 per year. Extension is also working in the area of welfare reform. There will be a new initiative for Manufacturing Technology Center focussing on agriculture and Y2K issues. We are in the second phase of asking the legislature for new monies. The ag boundaries will be reviewed. Extension is also looking at two new Federal projects involving a "virtual research park" and a "venture capital" fund. There is also a new environmental management project based at Backbone State Park. There is another project underway looking at what extension is doing with the various state organizations and agencies so we know what is going on.
