Description of Services: Community Action Programs provide assistance to low income families. Some programs involve weatherization of homes for energy savings, family development programs, pre-school and head start classes, employment programs, health related efforts, and community and organizational development. These CAP agencies are multi-county and governed by a local board of directors.

Description of Services: Farm Credit Services offers a wide variety of financial products &endash; including loans on land purchases, production loans, equipment and facility financing, crop insurance, revenue assurance, and more.

 

Risk management tools are available to reduce inherent financial risks associated with agriculture.

 

Operating loans include fixed and variable rates and youth project loans. Short, intermediate and long term loans available to meet needs. Equipment leases, insurance programs, and a number of specialized programs are available.

 

Fees, eligibility, geographic area served (if regional in scope): Farm Credit Services of America is based in Omaha, Nebraska and serves farmers and ranchers in Iowa, Nebraska, South Dakota, and Wyoming. It is part of a nationwide Farm Credit System. FCS of America is owned by its 42,000 stockholders/customers and is governed by a 32-member board of directors. The association operates on a cooperative basis and customers own stock in the association.

The proceeds are channeled through Farm Credit Banks and Associations to agricultural producers and cooperatives. FCS is able to offer competitive interest rates and generally unlimited amounts of capital to the agricultural sector.

Description of Services: The Farm Service Agency of the USDA provides administration of farm commodity programs; farm ownership, operating, and emergency loans; conservation and environmental programs; emergency and disaster assistance; domestic and international food assistance and export credit programs. These programs provide a safety net to help farmers. Some of the programs include farm loans, dairy price support, production flexibility contracts, commodity loans, conservation programs, rural development, housing, market loss assistance, crop loss disaster assistance, and others.

 

Fees, eligibility, geographic area served (if regional in scope): FSA has a grassroots delivery system with field offices in most counties, including over 2,500 USDA Service Centers and 51 State Offices in the U.S. These programs are available to farmers, rural communities, and others. Most programs do not have fees.

Description of Services: FEMA is an independent federal agency with more than 2,600 full time employees. FEMA provides services such as advising on building codes and flood plain management, teaching people how to get through a disaster, helping equip local and state emergency preparedness, coordinating the federal response to a disaster, making disaster assistance available to states, communities, businesses, and individuals, training emergency personnel, and more.

 

Iowa Emergency Management Division (EMD) coordinates county, state, federal, and private resources to meet the needs of disaster victims and local governments. EMD conducts on-going impact and damage assessments and provides technical assistance through field assessment teams and coordinates response and recovery activities from the State Emergency Operations Center (SEOC); EMD facilitates the activation of assistance programs with appropriate federal, state, local, and private entities.

 

Fees, eligibility, geographic area served (if regional in scope): FEMA serves all states in order to protect critical infrastructure from all types of hazards through an emergency management program of mitigation, preparedness, response, and recovery. Description of Services: The Iowa Agricultural Development Authority (IADA) administers the Beginning Farmer Loan Program and Loan Participation Programs. These programs are designed to help beginning farmers arrange financing at reduced rates to purchase ag property. The IADA also provides agricultural career and leadership training for young people through the annual Iowa Agricultural Youth Institute. The Beginning Farmer Development Group is a collaborative effort of agricultural stakeholders who want to facilitate quality educational opportunities for Iowa's beginning farmers. IADA serves as the overall coordinator.

Beginning Farmer Loan Program Qualifications:

  • At least 18 years old; no upper age limit
  • Can't own over 30% of county's median farm size (range from 25 acres to 112 acres depending on county)
  • Maximum net worth of $200,000
  • Resident of the State of Iowa at closing
  • Must be the owner/operator of the project
  • $250,000 maximum amount of bond

Fees:

  • Application fee of $50.00
  • Closing fee of 1.25% of the bond amount

 

Loan Participation Program Qualifications:

  • At least 18 years old; no upper age limit
  • Maximum net worth of $200,000
  • Maximum loan of 30% of purchase price or maximum of $50,000 IADA participation
  • Resident of the State of Iowa at closing
  • Loan to net worth ratio can't exceed 200%
  • Off farm income can't exceed 50% of total income
  • Debt to asset ratio can't exceed 80%

Description of Services: Iowa Citizens for Community Improvement (Iowa CCI) is a statewide organization with local chapters. It is devoted to grassroots organizing, citizen empowerment, and community improvement. It works on issues affecting family farms as well as other issues.

 

Iowa CCI's purpose is to unite people living in cities, small towns, and rural areas to achieve positive social, economic, and environmental change in their communities. Iowa CCI encourages citizen participating and holds institutions accountable to grassroots people.

 

Iowa CCI is not just an organization with members &endash; CCI is its members. Members decide what issues we work on and what we will do to win on those issues. There are currently 1,300 CCI members across the state working to protect family farms and rural communities.

 

Iowa CCI is the first group in the country to use the Community Reinvestment Act to set up family farm loan programs. These programs cover 27 rural banks and have helped over 1,200 small and mid-size farmers obtain nearly $37 million in credit for a variety of agricultural needs.

 

Iowa CCI holds decision makers accountable for policy that has encouraged factory farms and plummeting farm income. By working together members have stopped the construction of factory farms, developed direct marketing networks, and promoted sustainable rural communities.

  • Housing Planning and Development Programs &endash; To address the importance of maintaining and improving Iowa's housing stock, the Iowa Legislature provided a state appropriation to the Iowa Finance Authority during fiscal year 1997 to enable communities to address their housing demands.

  • The Governmental Enterprise Fund (GEF) provides seed money to governmental entities to design, develop, and implement innovative approaches to delivering governmental services.   • The Rural Innovation Grants (RIG) Program provides study, training or planning projects grants to community and economic development groups for the direct purchase of services to further local development initiatives.   • The Job Opportunities for Persons with Disabilities program provides technical assistance grants to Iowa nonprofit organizations that are providing training and employment opportunities for individuals with disabilities. The grant funds may be used for the direct purchase of technical services to pursue local integrated employment initiatives, including market expansion, integration of workforce, or production expansion. The program is a joint effort of the Department of Education, Division of Vocational Rehabilitation Services, the Iowa Department for the Blind, and IDED. Description of Services: The primary purpose of the Federal Food Stamp Program is to promote the well-being of the population by raising levels of nutrition among low-income households. In addition, the program promotes the distribution of agricultural commodities. The Food Stamp Program is operated through a cooperative Federal-State effort.

 

Fees, eligibility, geographic area served (if regional in scope): Eligibility factors include both non-financial and financial criteria. An example of a non-financial eligibility factor is that recipients must be residents of Iowa. Financial factors include income and resource limits. With some exceptions, able-bodied adults must register for work, take part in employment and training programs on referral. The amount of benefits an eligible household receives depends on the number of people in the household and the income level.

Description of Services: The Farm Division is dedicated to serving farmers throughout the state. Services include:

 

Protection from consumer fraud &endash; The Farm Division investigates potential fraud cases in the sale of equipment, ag inputs, bins, buildings and other items. It files lawsuits against individuals or sellers who misrepresent their merchandise or services to farmers. Some cases in the past have included phony pesticides and questionable "tax-avoidance" offers.

 

Farm-related consumer education &endash; The Farm Division publishes a periodic Farm Advisory and other information to warn about potential fraud problems that affect farmers.

 

Coordination of mediation services &endash; The Farm Division coordinates mediation services to help rural Iowans resolve disputes without resorting to the court system. Examples: farmer/creditor mediation, farm foreclosures and forfeitures, and animal confinement disputes such as odor problems.

Description of Services: Iowa's largest farm organization provides a number of services to its members. Ag programs include:

  • Ag in the Classroom &endash; developed to infuse agriculture into the curriculum of public and private schools so all youth can learn about our food and fiber system.
  • Young Farmer Program &endash; helps educate and train the farmers of tomorrow.
  • Farm Bureau Collegiate Clubs &endash; at ISU and Kirkwood Community College.
  • Marketing Education &endash; Commodity Services develop marketing programs for members and provides education and information on all areas of marketing.

In addition, Farm Bureau provides many additional programs, and develops public policy positions on a number of issues, and lobbies for their programs which are developed by local members.

Description of Services: We provide mediation and dispute resolution services to members of the ag community, including farmers, lenders, various ag producers and providers, and those seeking redress of rural conflicts, including contract feeding, nuisance and FSA disputes, small business and family conflicts. We also provide services to help parties prepare for mediation, in order to utilize it more effectively.

 

Fees, eligibility, geographic area served (if regional in scope): Fee is $50 per hour for actual mediation; all initial inquiries are free of charge. We offer a sliding fee scale, based on income, for those who qualify. We have a central office and four regional offices, serving the state of Iowa. We will also work with individuals outside the state, if requested.

Description of Services: The Iowa Rural Development Council (IRDC) is a partnership comprised of federal, state, and local governments, community-based and private sector organizations, and private citizens. The Council is one of 36 in the United States designed not to administer financial or technical assistance programs, but to help improve the operations of those programs and services that already exist, especially those using federal and state funds.

 

The IRDC carries out its mission of improving rural development programs by:

  • Identifying and addressing interdepartmental and intergovernmental barriers to rural development.
  • Improving the local capacity to make informed decisions on issues of statewide interest.
  • Creating new partnerships to improve collaboration and coordination so agencies can effectively work across lines.
  • Identifying and addressing gaps in the rural development system.
  • Encouraging experimentation with new rural development concepts.

Description of Services: Beginning Farmer Center works with education of public concerning young farmer issues and looks at ways to work with retiring farmers to enable young farmers to take over the farm business for the mutual advantage of both parties.

 

Farm On is the hands-on portion of the Center that will do one-on-one transition planning with the older and younger parties to transition the farm to the next generation.

Description of Services: LSCI farm attorneys help farmers resolve their problems with the Farm Service Agency, banks, suppliers and other creditors. Farmers are helped with the restructuring of their debt so as to avoid foreclosures, forfeitures of real estate contracts, and the repossession of personal property. LSCI represents farmers in mediations at the Iowa Mediation Service, and with cases before the state and federal courts and administrative agencies.

 

LSCI attorneys can also provide information on important legal issues through community legal education programs.

 

Fees, eligibility, geographic area served (if regional in scope): Services are provided free of charge for eligible farmers. To be eligible, a farmer must be an Iowan whose taxable income is less than $20,000 per year, whose debts equal at least 50% of the value of their assets, and be otherwise unable to financially acquire legal assistance.

 

LSCI serves the entire state with attorneys in Council Bluffs (1-800-432-9229), Des Moines (1-800-532-1275) and Cedar Rapids (1-800-332-0419).

Description of Services: The Legal Services Corporation of Iowa (LSCI) provides free legal assistance to financially distressed Iowa farmers through a grant from the State of Iowa's Executive Council. The grant allows LSCI to employ attorneys for the purposes of assisting clients with farm law problems and representing eligible farmers throughout the State.

What Kinds of Legal Assistance Are Available to Farmers?

LSCI farm attorneys help farmers resolve their problems with the Farm Service Agency, local banks, insurance companies, the Farm Credit System, suppliers, and other creditors. Description of Services: The National Catholic Rural Life Conference is a membership organization grounded in a spiritual tradition which brings together the Church, care for creation and care for community.
